Article 1: The Foreign Ministry category with be disposed of.

Article 2: The Foreign Ministry forum will be converted into the External Contacts forum located under the Republican Government category.

Article 3: The Diplomatic Corridors will be renamed the External Intelligence Corridors and located under the Karnalian Intelligence Agency category.

Article 4: The External Intelligence Corridors will be under the control of the Karnalian Intelligence Agency.

Article 5: The position of Foreign Minister will be renamed External Intelligence Operative.

Article 6: The External Intelligence Operative will be in charge of the External Intelligence Corridors and will report directly to the Head of the Military Directorate of the Karnalian Intelligency Agency as well as supervised by the War Tribune.

Article 7: The Civil Directorate of the Karnalian Intelligence Agency will be disbanded and the responsibilities of law enforcement will be held by the Triumvirate.

This legislation aims to solve many problems in the Republic. It is my aims to strengthen the KIA by allowing not just the top officials from years of service to take part in defense. The EIC will serve to have basic level operatives to do basic intelligence gathering without having full clearance to Karnalian Intelligence. With the Grand Commonwealth in lead position over foreign affairs, the responsibilities of this ministry of been greatly cut. However, regenerating the Foreign Ministry forum as the External Contacts forum allows us to adapt this 'ministry' to suit our current status. This new forum will serve as a means for GC delegates to contact and update the Karnalian people, maintain contacts with MCS officials, as well as any other contacts needed to be maintained between the Republic and an outside source.

The EIC will still have the feel of foreign affairs yet instead of the goal of this forum to create contacts and relationships, it will be to give updates of the external world and create a better sphere of intelligence gathering for the KIA to work with. The EIO will become well versed with external affairs and complexities, which could very well create a position strong for a ministerial position in the GC, growing Karnalian power there.

As well, the Civil Directorate of the KIA is outdated, there is no one to fill the position and the position has no real responsibilites in the Republic as civil security is not, and has never been a problem. The enforcement of security now lies in the hands of the Triumvirate under this legislation, which would make sense for the administration to enforce the laws.

Overall, this consolidates the some of the nations inactivity to a current age program to strengthen the KIA, power in the GC, and the nation as a whole.

Initially I was not convinced regarding the idea of eliminating the foreign corridors, but after reading your explenation, I am; it makes good sense and looks very efficient to me.
